2. I think it is not a effective one. Although it kind of introduces the main idea of this paragraph, the way it describes the topic is not so effective, if the writer change it into declarative sentence with absolute tone, maybe it will be better.
3. People could only having phone calls in some certain places, emergency will often be delayed since people can not contact to the other one at the first time, they have to chat with friends after they get home, how inconvenient it is without a cell phone.
4. I will add "If a person's family member has died, he will she will even not know as soon as it happened, it makes so many people upset for this."
